The UK government is proposing to bring into effect s.14 EqA, relating to direct discrimination because of two protected characteristics. It has called for evidence on this.
In a call for evidence (gov.uk) in April 2025, the government says it has committed to commencing s.14 EqA, which prohibits direct discrimination because of a combination of two protected characteristics – eg Muslim women, or disabled women.
The government was giving careful consideration to how it brings this provision into force, and was seeking evidence and views on the prevalence of discrimination because of a combination of protected characteristics, and the existing scope of s.14. For example, the government asks what evidence is there as to the effectiveness of commencing s.14, including how might the courts interpret it.
The Labour Manifesto (pdf, labourparty.org.uk), June 2024, said – at least in context of race discrimination – it would “strengthen protections against dual discrimination”.
